Fixes #29.

What changed

Persistent action bar (48px) at bottom of screen, always visible
Build button: toggles a horizontal building tray above the bar with all 6 buildings
Nisse button: opens the existing Nisse management panel
Active category button is highlighted; ESC closes the tray
Farm tool hint text repositioned above the action bar
Bar and tray reposition correctly on canvas resize
